Im 2004 vom Institut für Auslandsbeziehungen (ifa) gegründeten Wissenschaftlichen Initiativkreis Kultur und Außenpolitik (WIKA) treffen sich Wissenschaftler und Persönlichkeiten aus Politik, Kunst, Kultur und Medien im Rahmen von Kolloquien und Workshops, um Fragen der Auswärtigen Kultur- und Bildungspolitik zu diskutieren. Der WIKA-Workshop 2016 setzte sich mit dem Thema "Diaspora – Netzwerke globaler Gemeinschaften" auseinander unter der Leitung von Ronald Grätz, ifa-Generalsekretär und Prof. Dr. Caroline Y. Robertson-von Trotha, WIKA-Vorsitzende.
